Wouldn’t in the UK, (probably the entire EU, but UK for sure) literally only 3 ways to pass.. shaved head, hat, hair-net, so same rules the other end, which we sadly can’t inspect.
Not sure about all specific locations, but what I’ve encountered with food service rules (in USA) hair must be “controlled.” The emphasis is on it not being able to fall out into food. A pony tail, full braid, or hair clip would all pass inspection as long as all hair is “contained” by such restraint. In the picture here, she needs to redo her clip so those loose strands are included.
That’s a need that must be solved in the real world too. I think the solution presented here is optimal. Very few things should prevent one from being naked!
What I fail to understand is how the inspector failed to enforce the rules with regard to having to have her hair covered, net or hat is required.
As for downstairs, the same rules would apply as faces *I’m* required a net for my beard.. follow to the logical conclusion.
Her hair on her head is at least restrained in a neat bun with the clip, so it will pass inspection

As long as she keeps herself shaved smooth down below, there is no pubic hair to fall into the food.
