That’s a good theory, we can go with that. The literal point was that she was sentenced to PN status, and is also a witch…so to avoid embarrassment, that’s her “excuse”, that she was sentenced for being a witch. Which isn’t actually the case, nor would it be legal, I assume. But it’s just her tongue in cheek response to “why are you naked?”.

Agreed, even amateurs know magic channeling is much easier without any barriers between you and the source/sink system.
