My first thought, seeing the two different plaids was that the nuns in two different Catholic schools were going to have a hissy fit. It would be fun to listen in on the conversation between either one of them and Sister Superior.
Arguably this isn’t exactly a permanent nudity caption, but it fits into the New Laws pretty well I think. Since part of them gives schools authority to regulate student clothing or nudity, that means any loophole in the school rules actually becomes a loophole in the law.
For instance, suppose that the dress code says something like “All students must wear a plaid skirt or dress. All shirts must be white and include sleeves at least to the elbow.” But it neglects to mention that the shirt is required with a skirt. Since school rules preempt regular nudity laws, I guess that would mean that going topless is perfectly fine, as long as you comply with the letter of the dress code.
This is definitely an interesting point. In the NWO there is a lot of wording that could be rules lawyer-ed to maximize self-expression through clothing.
While most schools still required genitals to be covered up, toplessness, for both sexes, has become common.

That rule about wearing a plaid skirt or dress is very embarrassing to some of the male students.
Unless these 2 girls are going to an all girls school or those are simply the rules for the female dress code *shrug* who knows?
