That’s definitely my interpretation as well. Some place take “naked” very seriously, others treat it more like the inverse of the normal law: As long as the “good stuff” is visible it counts.
Personally I go for the dual possibility. The standard sentence is laxly enforced, allowing some clothing, provided the ‘good bits’ are clearly visible. This allows fro a much wider selection of scenarios.
But if the PN does not follow the rule properly, the court can impose a ‘strict nudity’ sentence which forbids wearing anything, even such things as a wrist-watch or necklace. This possibility allows for some tension as to whether an outfit (in particular a costume) will be acceptable or not.
I guess there are some places where the laws aren’t enforced all that strictly. You can always count on someone to spot a business opportunity in such situations.
I guess I considered that there are communities who had different ideas of what the Perma-Nude law covered and did not cover. Pun intended.

I would be more in line with the stricter communities. While she is still exposed, she is not naked. She is very much “dressed.”
