For me, no matter how many or the “good parts” are visible, I have to see the navel and tummy as well. If her breasts must be covered, I suggest the top be shortened to just below the ALS logo. This would cover the nipples (most of the time) but leave her torso, tummy and navel visible. Now that would be a good cheerleader uniform!
This needs to be escalated to the next level. The “punishment” is not changing anything. (As intended) The next time instead of insisting she hand over her skirt, it is everything except her pom poms.
The other cheerleaders decide they want to do the same. Rather than continuing with the punishment idea, the new cheerleader uniform is just skin, perhaps with body paint ALS on her chest.
This “uniform” then becomes the cheerleaders’ full time “dress code” any time they are on campus (including the dorms.) Subsequently most of the cheerleaders simply register and stay nude off campus as well.
Personally, I would prefer to replace the current skirts with a very short one, one that would be suitable for a bottomless PN to wear, pleated and of a very light cloth that blows in the slightest breeze. And this skirt should become the entire ceerleader uniform.
The human eye is drawn to movement, so between the fluttering of the skirt and the bouncing of the breasts, everyone will be looking even more at “the good parts”.
All students would be permitted to wear their uniform any place, not just on campus in order to promote the school. The cheerleader uniform should become the only uniform for them, replacing the standard uniform, with one exception: they would not, like the rest of the students, be allowed to wear their uniform anywhere, including off campus; they would be required to do so.

Sounds like a reasonable plan. What would the top part of the uniform look like?
If the “skirt” is the entire uniform, the “top part of the uniform” would be her skin.
I’m glad she’s able to express herself. Some larger schools have even begun using PN cheer teams in addition or instead of the textile ones.
