In fact I’m surprised she didn’t get a message from the city or state to do just that a few weeks ago (or did she forget to act on it, the plot deepens).
You have to register in person to prevent fraudulent registrations in someone else’s name. But yeah, if you’re already permanently naked the stakes are lower, so it might be possible to renew your registration online.
I would imagine you do get a a reminder, probably by snail mail (this is the government we’re talking about), but she must have either overlooked it or forgotten.
