Even though it didn’t work out as intended, they did make the right choice.
Registering topless (for a year or any time period) would be a complete waste of effort. Becoming Strict PN for three years is a much better start. Hopefully, by the end of their three year sentence, they will realize that is how they should always be and they will voluntarily register Strict PN for the max term and then renew every time it comes up again.
That’s a stupid rule. Why should anyone report anyone for removing an item of clothing at the beach? It’s a beach isn’t it? why wear clothes there?
