For girls, being bottomless surely reduces the drag when swimming, but not being braless. For boys, it’s quite the opposite (and, indeed, they don’t wear bras) !
In this case, the only way the science changes is if the organizations that set guidelines for competition swimsuits changes guidance on what swimsuits can do. Currently suits with some body compression/shaping/support capabilities have better performance in the water than going nude would offer.
Why am I excited? It’s our first mixed doubles swim practice. The guys are as nude as we are. I’m sure the girls will enjoy it once they’re in the water.

Yes I’m aware this may be questionable advice. Perhaps the swim team captain is misinformed… or has some ulterior motive.
