We have a real tick problem here on the islands. The little buggers climb upwards until they meet resistance and that’s where they borrow into your skin. The government doesn’t allow nudity. (That would be far too practical.) So we have to check each other constantly. It’s important to have a friend who is willing to do that for you.
Hmm, definitely unusual since the usual story goes that topless registration came later, but I suppose there’s no reason some location couldn’t adopt only that part. Combined with the picture, I could imagine it being someplace that depends on tourism, but maybe isn’t really on board with nudity, so that compromised or started testing it very cautiously.
Though only a very small minority of people take advantage of it, there are actually a lot of real life places that allow women to go topless, but not nude. This could also be one of those places, even outside of the NWO Universe, if you chose to make it so with the “alt” tag.
That’s certainly true. New York being the most famous (at least in the US), but the caption does specifically say “Permanent Topless Registrations”, so it would seem this is not one of those places.
