I had a dream last night about how these dresses came to be. Somone in the fashion industry thought the proportions of the Barbie doll wasn’t wierd enough and cut the belly saction of their mannequin. Then they made a series of dresses to fit this mannequin. When real women tried them on, they found that they were (no surprise here) Way Too Short.
I agree with voluntary registration, sometimes people don’t want to be totally naked, but just leave their genitalia exposed. It would be more common to see men with only the top of the suit, showing the penis and women with only the top of the dress, showing the vagina.
Nude Clothes is going to make a fortune selling such lovely outfits to those ladies who have been given a bottomless sentence. Wearing such delightful outfits will definitely reduce or eliminate any shame from the nudity itself, but the shame of being convicted will remain.

Which is why I think it should be voluntarily registrable! Allow people to show off their genitals if they want.
