OK, they tell on you for running around naked when not registered, the authorities see you’re wearing a dress… so, not naked. Even without the PN laws there’s nothing saying you can’t go commando as long as you’re not flashing people.
I get the impression that this is a vulnerable person who’s Mom won’t let her have underwear for some reason and her so-called “friends” think it’s funny to do this to her. Maybe they think it’s banter but she feels humiliated so it’s really bullying verging on sexual abuse imho.
