I think she’s a little slow on the uptake. What happened here is obvious: She was wearing a coat outside under the cold weather exception, but then upon entering the restaurant she only opened it, instead of taking it off completely as required by law. The waiter is politely ignoring this infraction by pretending she just arrived and is still in the process of undressing. Were he to serve her while she’s still partly clothed that would make it far more obvious that she’s breaking the rules.
