This would be one way, obviously. If someone reports it. In some places police have a photo database and can use to facial recognition to check people’s clothing status. Others may do random checks, especially on newly registered people. And of course if you get pulled over for a traffic stop or whatever they would check this along with looking for warrants and such, just as a routine thing.
But if you were lucky, you could probably get away with it for quite a while.
