I feel like they wouldn’t be as embarrassed as you think. Nudity is only embarrassing because you’re used to having those parts covered but if you’d always had them exposed you wouldn’t know any different to be embarrassed. They might still get bullied but the bullies only have so much power over someone unbothered.

Also, twins being in the same age group, going to the same school, would have to explain their mom’s odd choice. Kids get teased or bullied enough without painting a bulleye on their backs.
It could be that her husband is clothed, in which case the child wouldn’t be the odd one out in the family. Maybe she’s making a statement that women specifically should always be nude, a sentiment I’ve seen expressed before on this site.
Of course, I agree that it’s not a good parenting decision to decide for your children before they are even born that one should be forced to wear clothes and the other should be forced to be naked, and that she should definitely let her children decide for themselves what they want to wear.
