This is an old picture, I think over the years I’ve tended to interpret the safety equipment exception a bit more liberally. Early on it was like the absolute minimum coverage necessary to do the job, transparent if possible. To my current thinking, that seems a bit impractical. So I’ve tagged this flashback, on the theory that in the early days some places might have had more limited exceptions.
Of course maybe some states are still stricter than others, but in general, nowadays as long as it’s being worn for a legitimate safety reason, which a life vest on a boat certainly is, I think she’d be fine.
I think maybe she would have been fine back then, too, but the harbor patrol guy was enjoying this opportunity to dictate how she could dress.
