The ancient olympics and athletes were fully nude and I don’t see a reason that the current ones can’t be. I can see some sports being a problem naked as certain bits might get caught where you wouldn’t want them, but a lot of the water sports I would say can and should be nude for both genders.
Well, the US hasn’t hosted the Summer Olympics since before the new laws. The 2002 Winter Olympics were in Utah, but even that seems awful early for a bottomless rights protest. The only other option would be that this is from the future. The 2028 games are planned for Los Angeles.

“People should have the right to choose bottomless.” Couldn’t agree more, it’s the choice I’d like to make.
So, this obviously isn’t the Olympics since it’s in the US in instead of Japan, but it seemed sort of topical anyway.
