There are different laws depending on where you live. But I thought most places had a law saying there are specific body parts you’re not allowed to deliberately cover with anything.
As you say, it depends, but I would disagree what most places disallow intentionally covering yourself “with anything”. Covering up with your hands (or other parts of your body) would almost always be fine legally (though it’s bad “newd etiquette” and likely to make people around you feel awkward). Makeup usually seems to be allowed too. So it does come down to the definition of clothing. Since post-its differ from normal clothes in several ways, I could pretty easily imagine a definition that didn’t catch them. This might well be regarded as an oversight and eventually corrected, especially if it also allowed something a little more practical (like pasties).
