That was indeed the implication, there’s normally some allowance made for cold weather in the permanent nudity law, but for some reason (possibly just an oversight) it doesn’t extend to topless registrations. Who knows when lawmakers will get around to correcting that, so what you suggest sounds like the best solution.
NWO, you have to make allowances for 50 states and DC. Every state law is a crap shoot. You never know what the anti-PN types will slip into the law. I figure her state either forgot to extend the cold weather clause to topless or intentionally kept it out for this class.

By this point in the timeline I figure more do than don’t, but there are still holdouts. So it stands to reason that some people are opposed to the idea, and they could easily try to sabotage its implementation like you said.

If there is a cold weather clause for full PN, I would imagine that she would want to upgrade her registration to take advantage of it.
