That costume doesn’t look to me to be legal for a permanude. It looks as though the skirt would at least partially hide her privates if she weren’t holding it up. I think she needs to remove a couple of inches to be safe; maybe she could hem it so it shows only as much blue below the next triple circle of white as is currently shown below the lowest one.
It’d be legal under the presumption that she is registered topless, since the law doesn’t say anything about underwear. Other than that, completely with ya.
I thought of that, but when someone refers to “PN people”, I take it to mean registered PermaNUDE; otherwise I would expect them to say “Permanent Topless” (I haven’t seen an abbreviation for this).
