It really depends on which people.
Well, those who are not embarrassed to be in the nude, those who complain may be just jealous or envious of the natural state and or size of the nudie. But overall the world would be happier if this was common… the “Hands to yourself”rule is the problem people need to control…
Unless she came back in time like the terminator did in the movie and society was in ruin in the future so nudity was not a problem.

It appears to be legal (even in our non-permanude universe). It looks like it’s in San Francisco based on the Castro Nail Salon sign in the background. San Francisco did not outlaw non-sexual nudity until 2012. Kingdom of the Crystal Skull came out in 2008. Therefore, she was acting perfectly legally by hanging out naked on the street.
Legal. She appears to be in San Francisco circa 2008, a setting where public nudity was not illegal.
