For me the answer is an unequivocal “It depends.” If it is a normal night out — dinner at the neighbours, dancing at the club, a movie, even a birthday party — I would say to leave the dress off. On the other hand if it is something like a ten-year birthday or an anniversary it would be thoughtful to put the dress on as a symbol that this celebrates a very special event.
