I’ve only seen that at restaurants, and not even all restaurants. I don’t recall ever seeing that at grocery stores and I’ve, not too infrequently, seen people (typically women and children) shopping barefoot.
What’s the deal with people disallowing going barefoot anyways? Not like the workers can really even see you when taking your order.
