Under any variation of the NWO, I would have to say she would be in violation of a PN registration/sentence. As a judge, I would award her a Strict PN sentence of the max term.
I’m afraid I have to agree. While a poorly written PN law could conceivably leave the door open for this kind of thing, this meets all the criteria for being clothing that would generally be used: It’s opaque, it stays in place on its own, and it’s solid (not, e.g. paint), and worst of all, it covers her nipples and vulva. I think she might even be wearing pasties under the glittery stuff, which is even worse.

No, artistic as it may be, I think it counts as “covering” which violates your PN status.
