There might be a compromise option for her though, if she lives somewhere that offers “Relaxed” Permanent Nudity, she’d be able to wear that as long as she adjusts it to show her boobs too.
What’s inappropriate about going bottomless? It seems perfectly appropriate to me. In fact, I find it a bit overdressed.
