That statement is based partly on the fact that in our (real life) society the breasts and vulva seem to be more ‘private’ than the buttocks. While the areas in front are usually covered (except the top of the breasts) even on the beach, the butt is often exposed except for the crack and in many cases the cloth effectively disappears except in a close examination.
