Yeah, that would be the case I’m afraid. I do have one caption about what happens when you’re topless and bottomless though. Exactly how it happened isn’t quite spelled out, but I imagine she was topless in one state before becoming bottomless in another. Apparently due to how their laws were written, this resulted in both applying, rather than bottomless overriding topless, which is what you’d expect if they were both in the same state.
