She’s wrong about it being about law per se. The inside of the aircraft are private property so whether you’re allowed to be naked or not depends on the owner of the aircraft.
Of course if the law of the country the aircraft is registered in either requires or prohibits nudity on private property that takes precedence. But that would have effect over international waters as well.
She’d best hope she’s not on board of an Emirates flight for example, that country is quite unaccepting of nudity, permanudes are for example not allowed to enter the country at all, even if their governments are willing to temporarilly suspend their status for the duration of the visit.
This kind of makes sense, because different countries can have different nudity laws, so it wouldn’t be terribly uncommon that someone has to be naked where they take off and clothed where they land, or vice versa. So obviously they need to dress or undress somewhere in between. If there’s an optional-nudity phase in between that would make things much easier.
Still, you’d probably better consult your airline’s policies. Just because it’s legal, doesn’t necessarily mean they want people running around naked willy-nilly. They may insist you be registered in the country at one end of the flight at least.
And, as a general rule, you should not rely upon legal advice from photo captions on a fantasy website. If you do, you may wind up helping a real-world lawyer to buy a boat.
