Actually indecency and exposure are two different things and just removing laws against exposure would be enough, as exposure is just being naked, indecency is everything else. The charges usually come together because they do often occur together, but if you’re only naked you can fight the indecency charge and get it knocked down, but they don’t want anyone to know that.
Rather than making people choose between always being naked and always being clothed, get the government out of the process entirely. Repeal all indecent exposure laws and allow people to choose what they wear or don’t wear.
