I’ve done at least one caption about something like this in the past. It wouldn’t be a common thing, but with more and more business being done remotely, it stands to reason that governments would be looking for ways to allow registration without making a trip to court.
But of course it still requires robust verification of identity, which is probably why they use dedicated hardware instead of allowing people to do it online from home.
I think you’re supposed to register before you strip off. But I admire the enthusiasm.
Maybe she’s already part way through the process then had to go and strip outside because there’s not enough room to do it in the booth
