In general, I imagine that you can require nudity/PN registration. The justification is that anyone can register to meet the requirement, so it’s not really discrimination. Bottomless is a special case, since they can’t change their registration, but in most places I think they clothed girl would be out of luck. Still, there could be some places that have stricter rules and do recognize anti-textile discrimination as a thing.
“Reverse Discrimination” is an absolutely ridiculous term. Either it’s discrimination or it isn’t. The ‘from’ and ‘to’ have no effect.
In my Tokyo nude club it’s definitely the PN ladies like myself that get the best treatment.
