Sorry for the confusion on this post. The idea was that she was a registered PN girl, who likes to protest the fact that other people don’t recognize her bush as a form of clothing. It’s not the way it works- which is the context here of course; but our subject is merely vocalzing how she disagrees. She identifies in person with people as “topless” correcting them when they mention she’s “nude”.
With as much as her bush covers, I’d call that only topless.
When I see a bush like that, my first thought is about how fun it would be to remove it for her.
