The outlined text is extremely hard to read when it is this small. Next time, just add a drop shadow to the text or a semi-transparent grey box behind the text.
I agree that this one was a bit hard to read. But I’m inclined to say the main issue is the thickness of the outlines relative to the size of the letters. I don’t think this text is necessarily so small outlines aren’t an option.
