I’d say the judge (or per another comment – her parents) went soft on this one, only making her stay topless. Violating the registration laws should carry at least a full PN sentence if not a Strict PN sentence.

I’m sure its a problem that most newly registered (voluntary or otherwise) have to deal with. The first few weeks you get constantly carded to see if you are legally nude, then it calms down.
Ordinarily I’ve always said toplessness isn’t used as a legal punishment, but I guess it’s not too much of a stretch that some places could have “get caught topless, stay topless” policy.
An alternative “purist” interpretation could be that she just got a stiff fine or something and her parents took her top away to teach her a lesson about obeying the law.
Incidentally, this also represents the first official use of two of the new tags, tanlines and water.
