Invisible people would be required to carry a white cane, since light passes unimpeded through their bodies (eye lenses and retinas included) they’d need the cane anyway…
That addresses the safety aspect.
I completely agree with “Bra Flashing=/=Impressive”, it’s pretty much the same as someone opening up their coat to reveal a shirt or a sweater and calling that flashing.
And then there are many other examples of what one could call “Pointless Flashing”, even some examples that you can only accomplish in fiction,
like for example: Tooru (from MHA (aka BNHA)) going commando…
(I don’t know how many times I’ve deleted text for this comment, but about the invisible people exposing themselves, whether they be trying to streak, flash people, or are simply exhibitionists, (or in other cases, they have to due to PN related Laws?) one solution that solves their invisibility problem is body paint (Imagine seeing a pair of bare bouncing boobs that you’re only able to see because they are covered in body paint))
Also, a caption idea that I had while writing this comment was basically:
An invisible person, pretty much, deciding? to use body paint to make their nude body visible… The reason for why they are making themselves visible could be for any number of reasons, so that’ll be up to who ever decides to turn this bare bones idea into a caption…

Invisible people? Well that’s an issue I must admit I never considered before.
I suppose if someone were invisible they could probably go naked in public legally without registering. Although since laws aren’t normally written with this in mind it could vary depending on the exact wording.
If they did register then of course they wouldn’t be allowed to wear clothes, but they could wear accessories to avoid being totally invisible (which obviously can be somewhat dangerous with cars and such). It has previously been established that wearing bodypaint is allowed, so they could do that if the wanted their body to be visible, but it wouldn’t be required.
