I don’t know. Doesn’t seem too steamy. I mean, it’s not a full on sex act.
In my opinion, I don’t think it’s wrong to touch certain parts of a Permanude, as long as the PN consents to it.
Though, if the girlfriend was really wanting to help with his modesty issues, she’d join him in the nudity. There’s nothing like the camaraderie of another naked person when you aren’t allowed to wear clothes.
