Not to get all controversial but, having religious and family support doesn’t make her nudity legal. We’re assuming the local officials are okay with it but technically, couldn’t they “bust her” (pun intended) for public indecency and what not?
It’s kind of ambiguous. I tagged this Flashback since it’s from before the new laws existed, but beyond that we have to use our imagination I guess. From the context perhaps we could conclude that this is sort of a naked protest, and maybe enough people are doing it that enforcement became difficult.
That’s not necessarily something take happened in my “official” version of events (in so much as I have one) but it sounds plausible enough.
The choir director who was a bit of a wit gave her the solo in “Just As I Am I Come to Thee”. There were a few chuckles in the congregation when the anthem was announced.
