Talked to an officer once at a street party that had some flashing for beads action happening and I asked him what the real deal was.
He said that it is only indecent exposure if it is below the waist genitalia being shown, topless doesn’t count.
He did add “but we can get you for disorderly conduct any time we want”
So basically context matters a lot, on a beach would work better than at the mall
Yeah, the disorderly conduct thing is a good point. Only a few places (New York, and parts of Canada being two, IIRC) have officially decided that women can go topless where man can as an equal rights matter. If you’re not in one of those places, just because there’s no specific law against it doesn’t make it unambiguously legal.
