Based on the sign behind her, I’d say maybe Prague. Seriously though, my understanding is that yes, a lot of these come from eastern Europe.
Obviously women don’t really walk around naked on the regular, they’re planned photo-shoots. But doesn’t mean they’re just quick flashes. They can apparently get away with walking around naked for a few minutes at least. So it does seem like people must be a bit more relaxed about this then they would be in the US.
A lot of these come from Czechia in particular. Spain seems to specialise in outdoor “only one nude” photos where the naked person is in a group, presumably so they can close ranks and hide that person if the law turns up.
