Topless is no big deal. Women should (in the real world) be able to go topless anywhere that men can go topless, which should be anywhere. There is no legitimate reason, short of hazardous situation PPE, to require anyone to wear clothing above the waste.
In the fantasy world (NWO,) full nudity should always be an option with some benefit available in exchange for registering PN and not being allowed to wear clothing. (And, of course, wishing that were the case in the real world as well.)
