While they are taking precautions to avoid getting in trouble, both are secretly hoping that those efforts fail. They both enjoy her being exposed but like the “embarrassment” aspect of that exposure, thus being ordered to flash while not registered.
If/when she gets caught and sentenced to extended (preferably Strict) PN, they can continue the “embarrassment” aspect of her exposure continuously.
