Actually it’s the other way around (at least in Germany). Burkinis are not popular here, and oversized shorts may even be banned, since after changing into swimwear, you shower off the sweat and dirt before going to the swimming pool. This large swimwear prevents this on the one hand and on the other hand a lot of dirt can have collected in it.
Alt ’cause I’ve never heard of such a hygiene law before. Could also see it as a flashback kind of deal, but it’s surely something that would have been sorted out by now.
