Of course it’s not so hard, because you’re either breaking the law or it’s pretty lax where you are. I often wear nothing below the waist at home and this includes going out into the back yard to empty bins, hang washing, etc. My normal upper body clothing, like yours, hangs down enough so that I’ve never “flashed” the neighbours and unless I do something daft like bending down suddenly, reaching high above my head or launching into star jumps I never will.
Yes, I would’ve thought there would have to be a regulation length for upper body clothing to leave the “bikini bottoms” area completely exposed. Preferably the line would be drawn above the navel. Ideally a bra top only would be stipulated.
