There’s not a sobriety test per se, you don’t have to walk a line or anything, but officials are instructed not to let anyone register while they’re obviously impaired. If you’re like “I wan’ tuh regishter fer the perma- permamen- PN thing.” they’d be obliged to turn you down.
But you’re also not supposed to show up naked to register, because (obviously) you’re not registered yet. Some officials might let that slide, but others take a dim view of flouting the rules like that.
