  1. We all know the police don’t actually follow the law if they don’t want to. I think she will avoid being charged if she is cooperative enough back at the police station.

    • That’s pretty close to how I read it, seems like he’s trying to scare her. The penalty he suggests is over the top, even if we take for granted that wearing sunglasses is really a violation.

  2. Must be rather extreme circumstances.
    Normally, sunglasses would be considered acceptable safety gear on such a bright, sunny day. (Likely, even with most Strict PNs.) So, for that to be a violation, you already know she is in some really extreme setting.
    When approached, she probably mouthed off or worse. Rather than being “arrested,” she may simply be restrained, in order to (forcefully) remove the shades as she was refusing to cooperate before. She’ll then be issued a citation and released, with a requirement to appear in court for further sentencing.

    At least, those are my thoughts of what is depicted here.
