I had never seen that either, but according to Google it is not at all rare; in fact it is used for both a male (Nordic) and female (Hebrew, Basque) name.
One of many sites, Think Baby Names, indicates:

Don’t think I’ve ever seen that name spelled that way before (usually Joan.)

Now that you mention it… But it does seem to be a legit, if unusual, spelling. And she is the “weird” roommate after all, so I guess it kind of fits.
