It is a old school yard or gym way of dividing into teams. One team wears their shirts, and the other team goes shirtless (skins). Generally reserved for boy sports, but within the PN world, females are adapting the practice as well.
This is definitely the right way to do shirts and skins. There are some PE classes where none of the students are even naked! How is that “skins” at all? I’m glad people still respect the traditions.
