I’d still like to know how she convinced them though. It’s not like people are hard up for seeing naked women in the registration office of all places. But I suppose they might have some idealists who are willing to bend rules to get as many women (or people in general) naked as possible.
The registration Office is filled with governmental employees. Perhaps outside of a mafia crime syndicate you will not find a place where corruption is greater than our own government offices.
Bribes are the currency to corruption within any bureaucracy. What clerk, male or female, would be immune to two young females wishing to be naked?
The technical wording of the sentence comes into play here. Did the judge order her to remove her bottoms? Or did the judge say, “Thou shalt go bottomless, not naked”? A willing clerk could assume the former if the applicant and her naked friend are willing to negotiate in private.
