Open or closed, that item she’s wearing will not keep her dry. That’s just an excuse to wear it. Local rules may vary, but my take is that, first time, she’ll get an official warning and told to take it off. Repeat offense could result in punishment, possibly including a Strict PN sentence.
You know, come to think of it, I haven’t given much thought to rain specifically. Cold, yes, and getting wet could exacerbate cold, which makes it a pretty legitimate need in that kind of weather. But in a warm summer shower, would there be any exception to allow covering up for that? Not really sure. Might be one of those things that varies locally.
Of course she’s hedging her bets by keeping it open, so even if it’s not allowed, I doubt she’d face any consequences. They’d probably just tell her to take it off.
Umbrellas would definitely be allowed, I can’t see why they should just go for that. This way you remain wholly nude, but still have reasonable protection from the rain.
I mean, you’ll still end up a little wet, just like clothed people. But permanudes don’t tend to care about small amounts of liquid getting on their bodies much anyways.
