If she really wants to run around butt naked she needs to head to the courthouse right now and upgrade to PN, which I highly recommend. Otherwise in order to go naked on a topless registration she’s gonna need to keep at least one hand covering part of her crotch at all times like she’s doing now. Though there are exceptions where she can totally expose herself such as in the pool, or when exercising, playing sports, or sleeping.
