Yes in some other countries knicker checks do occur at some schools. My uncle was an international executive who had 4 daughters. They told me that they were given knicker checks daily at their schools.
Yeah… honestly I was on the fence about whether it fit with the setting. I decided it was just barely plausible some school could have personal grooming checkups like this, but yeah, it’s kind of a stretch.
Maybe the strangest part is that it’s not exactly a proper bottomless situation. But also, I think it is a bit of a stretch too – the principal inspecting studenst like that, and also, shaving doesn’t necessarily equal good hygiene, but that’s a different topic

In Japanese schools the teachers used to check too see if girls are wearing white knickers I suppose this could be a just one step further
